What happened?

Something broke after some recent changes and DNN blows up even before getting to the install wizard.

Steps to reproduce?

1. Grab the latest CI build or do a full build locally
2. Visite the test site in hopes of installed a DNN test site

Current Behavior

I gives a StackOverflow exception on a hashtable.

Expected Behavior

Install should work

Relevant log output

Anything else?
