Description of bug

Starting in DNN 9.11.1, using the URLTrackingControl results in a Stack Overflow Exception (whenever the control has a URL).

Steps to reproduce

1. Install DNN 9.11.1
2. Install version 7.1.0 of the Documents module
3. Add a document
4. Click the edit pencil for the document

Current behavior

Site stops responding.

Expected behavior

Edit page renders.
