One of the major changes here is consolidating several files into a single working-group-manual.md. Previously we had conflicting and/or repeating language around many topics across half a dozen files. |

- Create affiliated-programs.md with requirements for becoming an affiliated program - Include transparency reporting guidelines (at least annually, quarterly preferred) - Add Affiliated Projects and Communities section to working-group-manual.md - Update README.md to reference new affiliated-programs.md document
Event organizers are now encouraged to adopt additional safety policies relevant to their event's location and context, such as weapons policies, accessibility requirements, and health and safety protocols.

This updates our documents with clearer language inline with Contributor Covenant 3 and from lessons we've learned over the years. We plan to merge this proposal on March 15.
