Testing

1. Create a user with valuator role in a process, in the default development app you should already have user participatory_process_1_valuator@example.org with the default example password
2. Sign in as the valuator
3. Go to admin panel and accept the terms
4. You should not be able to see Global Moderation menu entry
5. You should not be able to see Moderation info on Dashboard
