Describe the bug
While analyzing the work in #10024, Antti noticed that a valuator, can access the global moderation panel, and he requested clarifications from @decidim/product . Carolina confirmed that a valuator should not be able to moderate content.

To Reproduce
Steps to reproduce the behavior:

1. Create a user with valuator role in a process, in the default development app you should already have user participatory_process_1_valuator@example.org with the default example password
2. Sign in as the valuator
3. Go to admin panel and accept the terms
4. See that you can enter the global moderations
5. Test also that you can moderate a reported content

Expected behavior
A Valuator should not see the Global moderation panel.
