Describe the bug
As admin, I have the possibility to invite participants to a private space. However, the Private participants menu item is displayed regardless of whether the space is private or not, which is confusing.
To Reproduce
Steps to reproduce the behavior:
- Go to a process or assembly from the admin panel.
- Check in the space configuration that it is a public space.
- See that the Private participants item is always displayed.
Expected behavior
That the Private participants option is only displayed if the space is private and/or transparent.

Additional context
As a result of reviewing this bug we have had the discussion in @decidim/product if it would be necessary to have a system to manage invitations from the admin, regardless of whether the space is private or public. We'll post a proposal in MetaDecidim to see what the rest of the community thinks.
