Redundant notifications when a component is (re)published #9853

Describe the bug
As an admin, I receive several notifications about the publication of the same component, probably because a notification is generated each time it is published again (mind that there is no notification when it gets unpublished).

I find this redundant and unnecessary, giving the impression of wrong duplicated notifications. It is even more visible with the new added digest notifications feature, adding noise to the notifications summary.

To Reproduce
Steps to reproduce the behavior:

  1. Go to a participation space in the admin panel.
  2. Create a new component and publish it.
  3. Unpublish it.
  4. Publish it again.
  5. Go to the notifications and see the apparently duplicated notifications.

Expected behavior
After testing it, it would be best if these notifications belong only to the admin log, removing them from '/notifications' and mail.
