Describe the bug
Elections use "DNI/NIE" in its locales:

Already happened in the past on with Initiatives (#6604) so the explanation is the same:

This concept is only valid for Spain, as not all countries have personal IDs (AFAIK), or at least they won't have "DNI/NIE". This should be generalized.

To Reproduce
Check the locales.

Expected behavior
Locales shouldn't mention anything specific to Spain.
