Describe the bug
Blocked users appear in public profile tabs, more precisely the follows and followers tabs.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://try.decidim.org/profiles/shaina/following
2. See the blocked users at the bottom of the page

Expected behavior
Blocked users shouldn't display in these tabs.
