Describe the bug
As an admin, when I install decidim-initiatives in a clean installation, and I go to create a new one in the frontend, I don't see any error nor anything and it's a bit weird:

To Reproduce
Steps to reproduce the behavior:

1. Enable decidim-initiatives module in a installation. Don't run seeds!
2. Go to /initiatives.
3. Click in New initiative button
4. See error

Expected behavior

To have some kind of error telling me that I can't use initiatives until an admin creates an Initiative Type.
