Polls in meetings will be able to be managed by admins in the UI the meeting is happenning as seen in the design.

Admins:

• should be able to list a list of questions created in the admin UI (see Implement admin interfaces to create questionnaries for polls in meetings #7963)
• publish/unpublish questions (send questions to users)
• have a link to edit the questions in the admin
