User story

As an administrator, I need a space for configuring Votings. For not having to worry about the legacy configurations, and for a fresh start, instead of using Consultations (decidim-consultations) we'll create a new space called Votings. As there can't be Votings without Elections, this space will be in the same module as decidim-elections.

This will be a new section in the administrator and a new section in the general navigation menu.

The fields that an administrator will have are:

1. Title: string i18n mandatory
2. Description: text i18n mandatory
3. Voting begins: Datetime
4. Voting ends: Datetime
5. URL slug: string
6. Scope: relation with Scopes models
7. Images: this will depend on the final mockup proposal

This new Votings space will have the possibility to have:

A. Components
B. Polling Station section: for configuring in-person or presential voting. See "Define voting type" (ref. V-AP.08) #7104
C. Attachments. See "Manage attachments in a voting" (ref. V-AP.06) #7102

• As an administrator I can create a new voting
• When the voting is created this action is visible on the AdminLog
