As an administrator, I want to be able to promote a given participatory process group on the process list

Describe the solution you'd like
To have the highlighted checkbox on Process Groups as we've already had on Participatory Processes or Assemblies.

Describe alternatives you've considered
To have another kind of promotion mechanism but that wouldn't be consistent with the rest of the platform
