Describe the bug
As an administrator, I want to be able to see the "edit" link on the process group page

To Reproduce
Steps to reproduce the behavior:

1. Log in as Administrator
2. Go to Process Group page
3. See that there's no "Edit" button

Expected behavior
I should have an Edit button and go to /admin/process_group/x
