User story

Is your feature request related to a problem? Please describe.

After all the changes introduced by "Complex voting" EPIC and Issues (see #5711) we're missing an important feature for the main use case that we have in Barcelona regarding the Participatory Budgeting process: it's not possible to import proposals to projects that belong to a given Scope.

Describe the solution you'd like

To have a selector or some way to filter by scope in the accepted proposals in "Import proposals to projects"

Describe alternatives you've considered

To import all the proposals and then delete some, only leaving the ones for a scope

To be able to select the proposals that I want to import to Budgets Projects on the Proposal filter admin page

To make an ad-hoc script for this use case

Acceptance criteria

• As an administrator, when I use the "Import proposals to projects" in Budgets I can import accepted Proposals of X Scope
