As a Decidim implementer, I want to be able to set up a Bulletin Board with a Decidim installation.
On this case it would involve specially on having the APIs and documentation on how to set this up, with all the necessary configuration on Decidim part (for consistency, it should be like docs/services/etherpad.md). This would be shared through all the Tenants/Organizations of the system for simplicity.
