Description
Avatar field's "choose file" text may not always be in correct language in the user profile editing view.

The "file" input gets its text from the browser. If the browser does not have the language installed and enabled for the user that the page is shown in, the file input's "choose file" text may be seen in a different language which may be confusing.

Can we implement a custom button with the text "Change avatar image"?

We neded to also review other File inputs as this probably repeats on other parts (ie when we allow uploading images/documents on Prosposals).
