As a participatory process administrator I want to be able to create new Questions and Answers. These will be a new resource for an election.

The configuration of this type of Elections must contemplate:

• how many Answers the participant can choose for each Question
• it must be possible to have multiple Questions on a given Election
• it must be possible to have different Answers for a given Election
• it must be possible to have different verifications for each question
• an Election must have at least a Question
• a Question must have at least two Answers

A Question must have (all fields are mandatory):

• Title: text i18n with WYSWYG editor
• Description: text i18n with WYSWYG editor
• How many answers can select a participant: integer

An Answer must have:

• Title: string i18n
• Description: text i18n with WYSWYG editor
• Related proposals (optional)
• Image: file upload (optional)

Acceptance criteria

As a participatory space administrator I can:

• configure how many Answers a participant can choose for each Question
• create new Questions with only a title and description
• create new Questions with all the fields filled
• create new Answers with only a title
• create new Answers with all the fields filled
