Describe the bug
'Global Scope' cannot be selected in the Scope filter of a process after selecting a more precise scope area.

To Reproduce
Steps to reproduce the behavior:

1. Go to any processes
2. On General Info page just scroll down to FILTERS with 'Scopes' enabled
3. Select any area in the drop down filed of "Scope" and confirm
4. Try to select Global Scope from the same drop down field.
5. Error, Global Scope cannot be selected (No reaction).

Expected behavior
Global scope to be correctly selected
