General improvements to notification system

Design: #3121

• When clicking on the notification it should be marked as already read and dissapear from the list
• Types of notification need to be distinguished and filtered
  • Comments: new comments to my proposals, responses to my comments, etc.
  • Proposals: new proposals made
  • Meetings: new meetings, update to meetings, etc.
  • Others: everything else.
