🎩 Description

#2750 added area and area types, but when we reviewed the PR we didn't realized that the create_area_spec.rb was actually testing the CreateScope command. In another PR I have changed the behaviour of CreateScope and now I'm getting errors in this unrelated test.

@decidim/lot-mods can you please fix this?
