Move the “Announcement” field of a space to its content block #16064

Description

Is your feature request related to a problem? Please describe.
Currently, the content of a space announcement and its position on the page are configured in different places. This separation is confusing for administrators and makes the configuration process harder to understand. Administrators must first define the announcement text in the space settings and then manage its placement from the content blocks, even though both actions refer to the same element.

Describe the solution you'd like
The “Announcement” should be managed entirely from the content block system.
Administrators should be able to create, edit, and position the announcement directly within the content blocks interface, unifying content and placement in a single workflow.

Does this issue could impact on users private data?
No.

Acceptance criteria

  • Given an administrator is editing a space landing page, when accessing the content blocks editor, then they can add an “Announcement” block and create content with a WYSIWYG editor.
  • Given an “Announcement” block exists, when the administrator edits it, then they can modify the announcement content directly in the block settings.
  • Given the announcement is configured through the content block, when accessing the space settings, then there is no announcement text field outside the content blocks system.
