Describe the bug

When I go to select a new newsletter to send under Newsletters, the select dropdown was not migrated in the scope selection.

To Reproduce

1. Login
2. Head to Newsletters
3. Create one to send
4. Click "select receipts to deliver"
5. Click scopes
6. See you can't select any scopes.

Expected behavior

Should be able to select some scopes when delivering newsletters
