Describe the bug

The breadcrumb menu in admin is not responsive to smaller screens when Decidim is viewed on mobile. See screenshot better idea of issue.

This issue closely related to PR: #11956

To Reproduce

1. Log in as an admin and head to edit
2. Go to a process and view admin on mobile view
3. Make the screen smaller
4. See nav bar not be responsive on mobile with modules and pages not viewable.

Expected behavior

The nav bar breadcrumb should be responsive on mobile as the screen gets smaller.
