Check state of negotiate to allow proper connection reuse. Closes curl#21203 (cherry picked from commit 33e4398) Backport to 8.17.0 to address CVE-2026-5545 (libcurl could reuse the wrong connection for an authenticated HTTP(S) request issued after a Negotiate-authenticated one to the same host). Cherry-pick applied cleanly on top of the CVE-2026-1965 fixes already on this branch.
