the transaction keep pending until timeout when i using truffle deploy contract #767
Description

Steps to reproduce:
- [First Step]
run a local node - [Second Step]
install truffle to my system - [and so on...]
config truffle network to connect local node, run truffle deploy
Expected behavior: [What you expected to happen]
deploy succeed
Actual behavior: [What actually happened]
tx keep pending until timeout
