Move the gossip SimulationNetwork code (used only for testing) out of the gossip package and into a new gossip/simulation package.

So it won't be built into the simulation package but can still be built by doing go run gossip.go. I could move it to its own separate package, but that didn't seem worth it.

Oh, because it's package main and you want to use go run instead of giving it its own directory where it can use go build? That seems reasonable but I'd add a comment.

We have been seeing long startup times which disappear spontaneously. During a
restart of the beta cluster, the following goroutine was observed, which suggests
that we were spending a lot of time GCing replicas on startup.
