What problem is this feature going to solve? Why should it be added?

This issue is related to #7035 and aims to solve the same problems.

Describe the solution you'd like

Instead of configuring the connection info for the replicas on a case-by-case scenario, we just rely on an operator-level configuration option to set the TCP_USER_TIMEOUT for all replicas managed by the operator.
