This PR contains all the changes in #2607 and should be merged either after that PR, or in-lieu of that PR.

Integration spec run

This change is intended to be the last step before extracting bosh-common out to its own repository and updating all projects using things currently in bosh_common and bosh-template[1] to consume bosh-common.

Projects that currently consume bosh_common and bosh-template will continue to work but will not receive updates[2], projects wanting future updates will need to consume the bosh-common gem instead and update their usage to match the regularized Bosh::Common::... namespace.

[1] These gems are manually versioned and published with no independent automated CI, release, or versioning process.
[2] Unless someone takes it upon themselves to exercise some manual process.
