bosh-template to bosh-common
This futurther prepares `bosh-common` to be extracted from the bosh repository since the contents of this gem are _not_ truely "common".

This PR contains all the changes in #2607 and should be merged either after that PR, or in-lieu of that PR.
Integration spec run
This change is intended to be the last step before extracting
bosh-commonout to its own repository and updating all projects using things currently inbosh_commonandbosh-template[1] to consumebosh-common.Projects that currently consume
bosh_commonandbosh-templatewill continue to work but will not receive updates[2], projects wanting future updates will need to consume thebosh-commongem instead and update their usage to match the regularizedBosh::Common::...namespace.[1] These gems are manually versioned and published with no independent automated CI, release, or versioning process.
[2] Unless someone takes it upon themselves to exercise some manual process.
