Fixes #7281

Since completion scripts do not change between platforms afaik they can be done from before build hook in goreleaser and used for all platforms.
I am not sure if go run is a proper way, I went for it since it is used for man pages.

I added new makefile target and updated make install to also install completions.

This needs to be made cross platform as currently it will probably make goreleaser fail on windows. Should it go into build.go same way manpages are?

This needs to be made cross platform as currently it will probably make goreleaser fail on windows.

Considering goreleaser windows post build hook uses bash script, does goreleaser supposed to be runnable on windows?
