This PR decouples argument parsing from the PR finder by moving URL parsing into the command level and relying on feature detection to determine which assignment fields to use. Key changes include:
- Switching from an internal f.parseURL call to a public ParseURL function in the PR finder.
- Removing the hack that set the AssignedActorsUsed flag and updating the corresponding tests.
- Updating the PR and issue edit commands to use early URL parsing to accurately set the base repository.

This test case was already there in issue edit tests. I changed the hostname from default github.com, to highlight the hostname importance (which is needed to create a feature detector).

Fixes #11090
This PR improves the temporary fix we made in #11057 by performing an early PR URL parsing in
pr editcommand. The rest of the changes are putting back what we had already done in #10984 (to useassignedActorsdata).
