This issue covers adding support for workflow run artifacts to gh.

It includes:

• gh run download [--run=<run selector>] <artifact selector>
  • with no arguments or flags, interactively select a run and then an artifact
• adding an ARTIFACTS section to gh run view
• supporting --artifacts in gh run view that prints a table listing of artifacts

This design is a bit off the cuff and open to discussion.
