This PR is an update to our DECISION-MAKING document, recognizing the current governance we are following.
I left the general GitHub workflow in the document ... but changed its name from "decision making" to "workflow". This PR is meant as a first step to improve the current state.
@effigies @franklin-feingold I added you under the Maintainer Group, I don't know your time commitments, so I left it the same as mine (~5h/week), which is a very rough estimate anyway (some weeks more, some weeks less).
