Why do we need an empty directory? Can't we simply work on #362? |

Yes, after that I realize that I could test the workflow if I do a PR to this branch from the other where I work on the workflow. |

This PR creates the .github/workflow directory so the github workflow could start (for this issue #345)
I added ¡an empty file because it is not possible to add empty folders.
