When applied to an `alias` target, the `providers` function of `cquery`'s `--output=starlark` mode now returns the providers of the aliased target rather than `None`. This is achieved by moving `getProvidersDict` from `AbstractConfiguredTarget` up to `ConfiguredTarget`.
