Previously ceph was simply autodetected. This patch allows to disable it using --without-cephfs and --without-rados. These flags are now automatically added when the rpm SPECfile macro ceph is set to 0.

This PR applies some changes to bareos-17.2 so we can build it with the current build-images again.
