The bareos-ctl-* have been used differently in the past. Now they reside still in core/scripts/ directory and require special treatment on packaging. Also #2338 added some ugliness to the scripts, which can be removed if they a solely used for systemtests.

So, check if these scripts can be moved to the systemtests directly (and maybe cleaned up a bit, as they need to support less cases).
