Goal
Fix the broken CodeQL Python Action
Sub Goal: fix the stale package list on the github runner.
Why
It is currently broken: see all the failed status checks: #5592
How
The github user changed their name, so we need to update the action to refer to their new username.
Testing
Unfortunately their isn't any super great way to test this, because Github is a silly goose and this only affects merge queue items. So we'll find out when this fails or succeeds in the merge queue 🫠
