Emit tags from `package.json` into `.jsii`

* `jsii-spec` should be updated to add a `tags` property to `Assembly`
* `jsii` should be updated to read npm tags from `package.json` and emit them into `.jsii`
* Language-specific generators should be updated to emit tags from `.jsii` into generated packages (Maven, NuGet, etc.).
