Created a new feature flag `@aws-cdk/aws-s3:createDefaultLoggingPolicy`

There are certain types of S3 Buckets that AWS will automatically create a bucket policy for you if you do not create one. For example, if you create an S3 Bucket to be used as the destination for VPC Flow Logs and you  do not create a Bucket Policy, AWS will automatically create a bucket policy for you. This adds `deregistration_delay.connection_termination.enabled` attribute to the `NetworkTargetGroupProps` as `connectionTermination`. This is [specific to Network Load balancers](https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/aws-properties-elasticloadbalancingv2-targetgroup-targetgroupattribute.html).

I have added integration tests and unit tests.
