The kmsKeyArn in FileAssetLocation is still useful when there are customizations in the boostrapping bucket and using a Key Policy is not suitable. Fixes aws:19894

The kmsKeyArn in FileAssetLocation is still useful when there are customizations in the boostrapping bucket and using a Key Policy is not suitable.
