dsql: L2 constructs for Aurora DSQL #34593

Describe the feature
Cloudformation supports DSQL now:
It does seem limited to just single region clusters, but I hope that multi region is coming soon.
Use Case
It would be great to have L2 constructs in place for DSQL to make things like permission management easy (e.g., grant read access to a Lambda).
