The latex formatting of arcsec used a non-standard latex symbol. Also fixes a bug where the latex symbol of a named unit wasn't always being selected over the Python default.

So mas now no longer has a symbol, is that correct? (that's fine for me)

Yes -- I actually couldn't find a reference for use of this symbol this way, so I thought better of it...
