What is the problem this feature will solve?

This is a follow-up issue of #17645 . Now that Linux ARM64 runner is free, if the quota is not a problem, we should just run it as part of the main CI.

Describe the desired outcome

1. Change one of the main CI jobs to use ubuntu-24.04-arm with -n=2 option.
2. Remove duplicate job from weekly cron workflow.
3. ???
4. Profit!!!
