DashMap has a lot of deadlock conditions. Our cases aren't about performance, but about concurrent access, and deadlocks are a bad experience for users (aka CI getting stuck for 6h until the hard job limit kills it).

(Do we have reports of existing deadlocks, or are you referring to things we've had to fix in the past?)

The latter, and something I wanted to implement I had to rewrite due to a potentially deadlocking path.

I'm fine it but for context:

My only concern here would be performance regressions. I had tried migrating OnceMap to use papaya and performance significantly regressed, but if these other use cases are less significant for performance this seems reasonable. As mentioned, if we can presize the OnceMap, that should avoid most of the regression there as well, but I'm not sure if we enough information to do that when the OnceMap is created.

Codspeed reports this as perf neutral or slightly which is a good sign: https://app.codspeed.io/astral-sh/uv/branches/konsti%2Fpapaya. Local benchmarking indicates the same.

I looked at apache airflow at 7fa400745ac7aebc7cc4ec21d3a047e9fb258310 with the LLM'd branch at https://github.com/astral-sh/uv/tree/konsti/shelf/oncemap-counters to get a sense of how many calls we have.

You can also set .resize_mode(ResizeMode::Blocking) when creating the map. The default configuration uses incremental resizing, which is not very useful for CLI workloads.

This is a slight ergonomics regressions but imho worth it for not having to deal with deadlocks.

Why isn't cloning enough?

Done, and also removed the remaining dashmap use. Looks like the perf is still good even when adding the Mutex as ownership workaround.

##### Security

This release updates our tar library, [astral-tokio-tar](https://github.com/astral-sh/tokio-tar), to v0.6.3, which includes over 20 changes that harden our tar handling against [parser differentials](https://www.brainonfire.net/blog/2022/04/11/what-is-parser-mismatch/). uv may reject source distributions with malformed or ambiguous content that were previously accepted.

See the [upstream commits](astral-sh/tokio-tar@v0.6.2...v0.6.3) for a full list of changes.
