This looks good, although I found another case we're missing (false negative for 1.1 detection) and the uv-toml version has gotten out of sync. I'll make a follow up PR on top of this one.

Stacked on #18741 and #19338.

Fix up the documentation, fix up the uv-toml package version, and detect
TOML 1.1 escapes inside quoted keys.
