Python 3.13 changed `sys.platform` to return `'android'` instead of
`'linux'` on Android, which also causes `sysconfig.get_platform()` to
return `'android-{api_level}-{abi}'`. This caused uv to fail with
"Unknown operating system: `android`" on Termux after upgrading Python.
Add an `elif operating_system == "android"` branch to handle the new
platform string, mapping Android ABI names back to standard architecture
names for compatibility.

I deeply investigated and I updated #18296 such that it works fine on both Virtual Machine Manager x86-64 virtual machine and Fairphone 4 aarch64 Termux. Related to termux/termux-packages/pull/28804. |

Python 3.13+ changed how it reports platform information on Android; see https://peps.python.org/pep-0738/#architectures
Here we add support for the new platform values, without which uv will fail due to an unrecognized interpreter.
