Adds maintainers who can approve PRs touching only internal/lookoutui/. Maintains existing approval requirements (2 approvals, or 1 if author is a maintainer). Top-level maintainers retain approval rights for all parts of the codebase. Signed-off-by: Maurice Yap <mauriceyap@hotmail.co.uk>
