This dynamic remote storage conf is invalid when the value of KV structure in conf exist , .

Just like this:

rss.coordinator.remote.storage.cluster.conf hadoop-ns01,dfs.hosts=a,b,c,dfs.service=sssss

Once using remote storage info, this bug will always happen.
