Changes proposed in this pull request:

• Migrate from Java EE 8 to Jakarta EE 8. This is to align the behavior of Spring Boot OSS 2.2-2.7 to help issues like javax.xml.bind.JAXBException: Implementation of JAXB-API has not been found on module path or classpath. #26896 expose more relevant Logs. Refer to Upgrade to Glassfish Jaxb 2.3.2 and deal with move to Jakarta API dependencies spring-projects/spring-boot#15689 .
• Due to changes in Provide native-image.properties containing --report-unsupported-elements-at-runtime of buildArgs #29124, ShardingSphere Proxy and ShardingSphere Proxy Native now actually use the same set of dependencies. No additional LICENSE files are required.
• Introducing jaxb-bom and jakarta.jakartaee-bom to simplify version management of some Jakarta EE dependencies.
• Also for Transition from Jakarta EE 8 to Jakarta EE 9 #26041 .
• Also fixes javax.xml.bind.JAXBException: Implementation of JAXB-API has not been found on module path or classpath. #26896 .
